A-level改革來得太遲?新的困局?(下) (中文版)

(二) 轉變、進展、下一步
 

上文列舉了英國政府在上世紀末更改了A-level制度,引入AS-level課程。我提出了對新制度在模組安排、課程設計及學習效能方面的疑問。師生都為了過度的考核而疲於奔命。的確,官員續於2008年加推了A-level 的變奏,雖然嚴格來說不是手起刀落的改革,卻仍然是重要的調整。他們減低了學生無窮無盡的習作量;大部分學科的學習模組由六組降至四組;還引入了A*等級來伸延卓越成績的界限。

 

教育界及政府官員自2008年,A-level再度調整後開始爭論,有幾方面值得關注。首先,是成績膨脹。英國記者樂此不疲地爭相報導這燙手山芋,數字證明了考取最高等級的學生人數已響起警號。在2010年,及格率高達97.55%,有AS考生竟重考三次之多,雖然局方對呈交的習作有所要求,但評分尺度一般寬鬆,不難叫成績節節上升。
 

          英國教育部與考試監管機構Ofqual確認了A-level將會分階段進行大規模改革,計劃至2017年。其中一項較大改變,是AS-level將會獨立成認可資格,毋需再包含在A-level分數內。學校開設A-level 科目,可自行決定會否提供AS-level讓預科第一年的同學修讀。然而,我有點不明所以。為了免卻那不必要每三個月一次的考核,我是大力支持將A-level 及AS-level全面看齊,意思是學生只需在完成首年課程參加一次AS-level考試;當完成兩年課程則再參加A-level考試。可是,若AS-level成績不會顯示於學生的總成績,在報讀大學時,學校將如何評估學生水平?海外學生在英國修讀A-level課程未必經歷過GCSE考試,倘缺少了AS-level成績,大學失去客觀標準去斷定申請人入學的可能性。無可避免地,學生在面試時表現的軟技能將變成決定性因素。當然GCSE考試成績亦肯定會成為重要的考慮。
 

A-level改革正如火如荼。名單中首要改革的科目,如英語、文學、生物,已經進行修改,並準備於2015年9月以新課程教授。而第二階段的科目如音樂、體育等也已經完作修檢,預計2016年9月進行首教。

 

總結,未來數年入讀預科的同學將會面對人生交义點。你們將親身驗證究竟教育官員是一心為學生福祉而改革制度;還是純粹為了逃避輿論評擊「高分低能」及沒落中的A-level而反應!
